Anglesey Boat Company have been granted planning permission by Pembrokeshire County Council for the proposed Fishguard Marina. This followed two years of work on the application and a number of environmental impact studies.
The project is currently experiencing some delays as a legal challenge has been made against the Corwn's ownership of the seabed and as such no significant progress can be made until this issue is settled.
It is proposed that the marina would be constructed within the south western portion of Fishguard Harbour within the existing Eastern breakwater. Once fully developed, the marina will be able to accommodate 540 berths, protected by two new breakwaters. A new quay will also be developed to cater for commercial fishing boats.
Phase 1 of the development will provide 250 berths while Phases 2 and 3 will take the development to 400 and 540 berths respectively. The construction period for Phase 1, including the breakwaters, is expected to take 12 to 18 months and the subsequent works of the facilities building and car parking a further 5 months.
It is anticipated that the development of the marina will attract inward investment of an estimated £8m and subsequently generate expenditure estimated at in excess of £6m per annum, ultimately creating over 150 new jobs. The marina would act as a catalyst for wider regeneration of the area, potentially attracting new investment and skilled workers into the area.
BACKGROUND
Anglesey Boat Company of Beaumaris, Anglesey have been granted planning permission for a 540 berth marina located in Goodwick harbour, Fishguard. The proposed development will consist of a marina and ancilliary facilities including boat yard, marine engineering workshop, chandlery and administrative offices.
No facilities other than those associated with the day to day running the marina will be provided on site and there are no proposals or provision for any residential units, hotels, restaurants, pubs or any retail outlets. ABC believe that the development will bring significant economic benefits to sustain existing local businesses such as shops, pubs, restaurants, B&Bs etc. and to create new businesses to cater for the yachtsmen's needs.
Based on experience elsewhere, such as Pwllheli, ABC believe that the marina will ultimately create over 150 jobs, including marina staff and boat service jobs in brokerage, chandlery, marine engineering, marine electronics, surveying, boat building, repairs and fabrication. It would also create indirect employment outside the development providing further jobs in restaurants, shops, local accommodation, related manufacturing, leisure and tourist facilities.
A spokesman for ABC said: "Market research shows that there is demand for such a facility which will provide a further link in the chain of marinas along the Welsh coast. We have in Wales some of the best and most spectacular yachting venues in Europe but need to provide such amenities to attract yachtsmen who now go elsewhere with the subsequent loss to the local and Welsh economies.""

MARINA UPDATE -
Anglesey Boat Company (ABC) have released the following statement in response to the decision of the Appeal Court to refuse an appeal brought by the Crown Estate and Ynys Mon County Council against a previous High Court decision.
A spokesman for Anglesey Boat Company said: "We are very disappointed with the decision, which basically takes away the rights of the landowners and prevents them from developing their own land.

Notes
The Appeal Court decision considered three separate issues relating to the effects of the 1962 Menai Strait Several Fishery Order.
On the first issue, the Court ruled that the 1962 Order had been properly made and should not be annulled.
The second issue concerned whether or not the Crown Estate and Anglesey County Council retained the rights to use their land, on the basis of two clauses in the Order which reserved those rights. The Appeal Court elected not to pass judgement on this issue.
The third issue was whether interference with the seabed within the Fishery would be prohibited by the Sea Fisheries (Shellfish) Act 1967 and the Court ruled that this was the case.
It is this latter issue which means that around 300 moorings in the Menai Strait might now be considered to constitute a criminal offence and unless the decision is successfully appealed to the House of Lords, it is possible that the centuries-
Background to the marina
The Beaumaris marina development will consist of a 400+ berth marina to the south side of Gallows Point on the Menai Strait. The scheme is modelled on Pwllheli marina and would not have any development other than that purely marine-
Economic projections indicate that the marina could create approximately 140 new jobs in the local area across a wide range of businesses including restaurants, B&Bs, shops and tourist attractions in addition to those created directly by the marina and and the associated marine industries. It is estimated that the marina will generate in excess of £8m per annum in the local area, which is one of the most economically deprived in Wales.
Plans for a new promenade to link Beaumaris to the marina are also being advanced and a planning application will be submitted by a partnership of Ynys Mon County Council, the Welsh Assembly Government and Anglesey Boat Company."
"GALLOWS POINT DEVELOPMENT
Anglesey Boat Company also have a planning consent for a comprehensive development of Gallows Point, Beaumaris. The scheme involves the replacement of the existing sheds on the northern side of the Point for the existing tenants and the provision of around ten new units in the existing ABC yard and reclamation area to support the marina. All current tennants will be offered new units in the scheme and work will be phased to ensure that disruption to businesses is as little as possible.
Despite local rumours otherwise, ABC have not entered into an agreement to 'buy' Gallows Point. The company is working in conjunction with Anglesey County Council to bring about the development of the Point, but negotiations concerning renewal of leases will be the responsibility of the Council. Following the completion of the development, ABC will enter into a management agreement with Council, through the mechanism of an underlying lease, but the terms the tennants operate under will remain those set by the Council"
