A6 to Manchester Airport Road

The changes listed below have apparently saved £100 million!

A feasibility document regarding road charging  has already been prepared.


There is massive current uncertainty regarding business rates and how they can be used to cover for reductions in government grants.  Business rates are also supposed to be funding in part the proposed bypass.
Has any consideration been given to how this finite resource can not only replace reduced government funding and also pay for an expensive and unnecessary bypass?

If Stockport Council makes such assertions we should in a democracy be allowed to question where they got their figures from.  Stuart Jackson, Head of Keeping Things Secret at Stockport Council doesn't think the people who pay his wages should be allowed access to such information.

Again, for merely trying to request evidence of a pie in the sky statement arrogant and unaccountable panjandrums like Stuart Jackson refuse to answer.  I think Stuart Jackson forgets just who pays his wages!

Please see the attached from the Council Pravda, which popped expensively through my letterbox today.
I quote: "The three councils will analyse the feedback received in the first phase of consultation to help develop a preferred scheme."
What will happen if the consultation gives a response which is against the bypass? What documents does the Council hold which deal with this eventuality?

"Councillor George Walton, a civil engineer and the mayor of Cheshire East, predicted there would be visible public outrage if the HS2 route was forced through “highly loved countryside” lying south of Manchester."

This bodes well for compensation claims against the effect of the road.

 

The above documents from the Council's own exhibition show traffic will increase with the road on the A6 at Disley by 43.7% and by 146% at Clifford Road, Poynton.  More places will see an increase in traffic than a decrease when/if the road is built.

 
 



The Leader of Stockport Council guarantees that no council work will be given to firms involved in the blacklisting scandal. That means Balfour Beatty won't be accepted as contractor for the proposed bypass.

3) What SEMMMS work has NPS done for that huge sum of money? NPS is so incompetent I am quite heartened to see they are involved (£47,454.50)

NPS (Stockport and Norwich offices) have provided professional advice on land and property related matters including acquisition and compensation along the proposed scheme route. This has also involved liaison with landowners affected by the scheme proposals and local residents.

Please find below my question for the next full council meeting:-

By 2020 each man woman and child in the UK will have to use 40kWh per day less energy to meet the government's much vaunted 'legally binding' target.

The 80 year old A6 bypass/A555 project that will complement the expansion of the airport as a regional hub now that Heathrow expansion looks unlikely, has dominated the future of the Goyt valley and usurped alternative schemes for furthering the amenity of this beautiful area for the people of Stockport.

If a modal shift occurred from car to bicycle to the extent enjoyed on the continent, on the Marple Stockport route, the energy savings would equate to 700 people meeting their 2020 target.

For comparison purposes the Otterspool hydro electric scheme costing £300,000 will equate to 10 people meeting their 2020 target.

Will the council give up facilitating unsustainable trends in energy usage and start planning for a low carbon future,; in this case a first class cycle track through the Goyt valley from Marple to Stockport?

I discussed your question with Cllr David White in his capacity as Executive Councillor (Transportation) immediately prior to the meeting. Councillor White quite understandably took exception to the offensive nature of the preamble to your question and recommended that the question should not be entertained. This recommendation was fully endorsed by Councillor Dave Goddard, Leader of the Council who, as Chair has authority to decline answering the question.

Dear Sheila

I refer to your request for information regarding the A555 Poynton Bypass.

The North West Region's Regional Funding Advice (RFA) submitted to the Government in January 2006 included a £33.8m contribution towards preparation costs of the South East Manchester Multi-Modal Strategy Relief Roads: the A6 Stockport North-South Bypass, the A555 Poynton Bypass and the A555 Manchester Airport Eastern Link Road (MAELR) completion. At the time, the cost of constructing the roads would be met through a Private Finance Initiative. This did not materialise, and in November 2008, the Department for Transport offered the region a contribution of £165m or 50% towards completion of the A555 Relief Road between Manchester Airport and the A6 south-east of Hazel Grove, provided the region would match-fund the balance from its regional allocation and other sources locally. This was not possible due to the region's transport investment programme being significantly over-programmed.

In its RFA2 advice submitted to the Government in February 2009, the region allocated £17m as a potential contribution towards preparation costs and the cost of acquiring the Highways Agency's land and property portfolio for the MAELR scheme, pending further consideration following Greater Manchester's review of its sub-regional priorities to be completed by the end of April 2009. The Regional Leaders Forum approved this approach at its meeting on 20th February 2009, provided any re-prioritisation impacted on schemes within the Greater Manchester sub-region only.

I have attached copies of the RFA advice from January 2006, the RFA2 advice from February 2009, the paper considered by the Regional Leaders Forum at its meeting of 20th February 2009 and the approved minutes of that meeting, and the paper considered by the Forum at its meeting on 15th May 2009 setting out the outcome of the Greater Manchester review. Documentation relating to Greater Manchester's consideration of the scheme in its review of sub-regional priorities should be obtained from the Association of Greater Manchester Authorities (AGMA).
