By the way, I go to most council meetings and the missing £5.6 million referred to in the attached article has never even been mentioned at any meeting. Things definitely should be more open and honest in Stockport.

Your complaint about Stockport MBC (the council)
Thank you for your email dated 14 July 2009, the contents of which I have noted.
I confirm that I have received the withheld information from the council. However, I have also asked it to reconsider your original request under the lt Environmental Information Regulations 2004 (as opposed to the Freedom of Information Act 2000) which I believe is the appropriate legislation.
I am currently asking the council to clarify a number of issues and will write to you again as soon as I have received its response, which I anticipate will be quite soon.

Dear Mr Warburton
Please see below. The Executive Councillor responsible for the Harcourt
Street School issue would appear to be saying that if a third party applies
for all the documents regarding the school on the former toxic dump, which
is millions of pounds over budget and involves very strange financial
anomalies, and these documents have been repeatedly refused to me, then all
the documents will be disclosed to said third party. I must say my
experience is that third parties who make FOI requests on this issue are
being ignored as well.
I think the valuable time of senior officers of the Information Commission
is being wasted repeatedly by Stockport Council. Either they will disclose
the documents or they won't. It is immaterial to whom the documents are
disclosed -
to sort out what is going on at corrupt Stockport council. I deplore this
waste of resources of our one effective watchdog -
Commision.
I think Stockport Council should face prosecution in this regard.

I have tried to raise this issue at virtually every council meeting for
years. Not once in all that time have you listened. On Monday I was publicly
given a total ban on raising this issue. Believe me, I was very annoyed by

You do not know what you are talking about, as usual.
Reqests from other Reddish residents have been ignored. I have all the
documentary evidence banning me and anyone else connected with this campaign
from asking questions, evidence of the Council's failure to comply with FOIA
legislation, incidences when the Council was forced by the Information
Commission to anwer me, which I will show to the footpath public inquiry. I
can prove to the Information Commissioner that I represent over 800 local
people which, of course, is more than you do.
There are masses and masses of documents the Council is refusing to release
to me. The issue is currently with a senior officer at the Information
Commission.
As Ray Preston would say:-

Don't be so ridiculous! You know full well that I have been under a FOI
ban for about three of the past four years as has everyone else in the town
on this subject, I am currently under a FOI ban and am now not allowed to
ask council questions. You are fully aware that I have been refused access

concerned about your suitablility for the position you hold than I was
before, and believe me that is saying something.

That is because you have never listened. Suffice it to say the Council
will be costing the Planning Inspectorate and the council taxpayer an awful
lot of money. All because you have to keep the documents secret at all costs
because they do not stand up to close scrutiny. I can prove to the
Chief Executive of the Planning Inspectorate that I represent over 800 people.
You didn't listen about that either.
As with Mr Parnell and his the two court cases, the 87 times the police
were called, the 11 arrests and the four nights in prison, the further
court case on 14th September and the High Court costs. All will be computed
and sent to the Taxpayers' Alliance and a complaint sent to the National
Audit Office. What goes around comes around.

I shall cc this to the Chief Executive of the Planning Inspectorate.
Please confirm that you have repeatedly refused to let me have access to
the contamination investigation work demanded by the Environment Agency
regarding the proposed school at Harcourt Street, Stockport.
You see, at the start of the public inquiry in January 2010 we will
then, as objectors, ask to see those documents and request time to digest the
contents and get the opinion of our contamination expert. To do this in
January 2010 would probably lead to an adjournment of the public inquiry
-
that would only be fair -
contamination hotspots which have to be fenced off. This adjournment
would push up the costs for the council taxpayer and the Planning
Inspectorate. Is there any valid reason why you won't disclose this information now?
