The information has been prepared by the relevant Council service and is as follows:
Dave Goddard was Leader of the Council between 22 May 2007 – 22 May 2012; and the Council’s representative on the Police Authority between 18 May 2010 until he ceased to be a Councillor in May 2012.

From the Council's own incident log:
"..Dave Goddard and Cllr Smith enquired via JC as to why we are allowing Mr P to continue to demonstrate.."
Mr Parnell claiming he had been assaulted by security staff. CCTV evidence shown in the Crown Court demonstrated he had been assaulted and abused by Stockport Council security staff.
..."Clarified with Michelle that Mr P is not entitled to use the toilets in the Town Hall.."(he had written confirmation from John Schulz that he could do so)
"Neither should he be allowed to query meetings etc at reception.."
Why not? He was a council taxpayer who was completely innocent.
"Various councillors were asking for updates on Mr P at reception..."
"Message from PC Weeks re Mr Parnell has been released no charge. Advising that Mr Parnell was interviewed and the Custody Sergeant along with the Evidence Review Officer, decided no further action will be taken, he will not be charged, they believe the wording of the ASBO is too vague and does not specify if a request from ourselves (SMBC) is needed, therefore they thought it was unrealistic to get a conviction if the case went to court".
That was on 16/07/07 but the bent LibDem council went on arresting him until his death in 2013 wasting thousands of police man hours and huge amounts of public money and in the process destroyed a man's life and that of his family.
"JC made aware via Legal that Mr Parnell is planning to enter the building to request and agenda and use the toilets at 3.30pm today. VM staff briefed so that they are aware."
So, the police told the Council back in 2007 the wording of the ASBO meant it was unlikely to get a conviction, yet here we are in 2010 and the Council is still wasting police time on this matter they had a legal duty to sort out. Mr Parnell keeps pointing out his legal right to attend meetings and obtain agenda documents, but no-
