“You will recall that I enquired about the resident's report that an ambulance could not turn around at the bottom of Sandringham Rd on Sept 11. I have now had a response from the Ambulance Service. I quote:
"I can confirm that one of the crew members recalls this incident but advises that this is only due to being aware that an individual was taking photographs from the upstairs window of a nearby property. The staff member has advised that there was ample space to turn the ambulance around but has commented that the entrance to the walkway they required was obscured due to cars parked against the kerb."
Sadly for the residents of Sandringhim Road, Councillor Porgess is willing to be fobbed off. The photos below clearly show that the ambulance had to utilise the area where the houses are going to be to get through.. How would an ambulance get through when the houses are built? I shall raise this matter with Councillor Porgess and post his reply, should I ever get one, up on this website.

During the demolition asbestos surveys carried out on 23 rd
Garages 2, 3, 8, 9, & 10 were not inspected intrusively during the survey, due to keys not being available from the former managing agent NPS. As a result, only an external inspection could be undertaken to the 5 none accessed garages which were visually similar in construction, appearance and size to garages 4, 5, 6 & 7. In total there are 9 asbestos cement garages all approximately 16’ x 8’ in size
Garage number 1 was identified as brick construction with a pitched roof, however it was noted that only the brick walls and timber roof trusses remain in situ. It is understood that garage number 1 was originally constructed in 2008 using new building materials, as the use of all asbestos within building materials was banned in November 1999, no asbestos containing materials were identified.
Recommendations
It is recommended that a competent specialist asbestos contractor is appointed to undertake the demolition of the asbestos cement garages. In addition, the asbestos cement debris identified in sample 4 will need to be removed as part demolition. As all the asbestos identified at the site contains >.0.1 % asbestos this is classified as hazardous waste and it need to be disposed of in accordance with the Hazardous Waste Regulation 2005.
Demolition methods
By hand
Due to the high level of asbestos dust created during remote demolition, the extra dust created during the subsequent clean up and the risk to anyone downwind of the site, demolition by hand is the preferred option.

Although the asbestos cement sheets are in reasonably poor condition, then the sheets should be taken down whole – they should not be dropped or damaged. They are best disposed of by careful transfer to locked skip/containers, after wrapping intact in heavy-
Personal protective equipment (PPE)
Where dust concentrations are below the 0.1 f/ml averaged over four hours control limit then disposable masks suitable for working with asbestos should be worn (ie those rated at FFP3) and workers should wear type 5/6 disposable overalls which should be disposed of with the masks as hazardous waste at the end of every shift.
To reduce the risk of the spread of contamination, contractors should take the following precautions:
carry out and complete the work before the rest of the structure is demolished;
keep the material wet with gentle spraying;
remove waste and debris from the site by hand as soon as possible to prevent it being disturbed, eg by moving vehicles. If material cannot be removed immediately, cover with heavy-
take care to avoid plant being driven over asbestos cement sheet;
broken asbestos cement sheet should be picked by hand where possible; if gathered by mechanical means, should be well wetted to minimise fibre release. It should not be bulldozed into a pile. Toothed buckets should not be used;
fine debris or waste liable to generate dust should be double bagged in 500 gauge red and clear polythene bags and placed in a suitable locked skip/containers. Larger pieces of asbestos cement are best wrapped into sealed parcels using 500 gauge polythene and disposed of by careful transfer to locked skips/ containers. Asbestos waste must be correctly labelled and consigned directly from site of to a licensed waste transfer station.
Public concerns
Members of the public are often concerned about exposure to asbestos during refurbishment and demolition works In order alleviate concerns, contractors are advised to:
keep the neighbours informed about the work;
consult with the local environmental health department; and
carry out regular independent reassurance air monitoring downwind of the site, in order to prove that the works does not pose a risk to members of the public.

In order to provide a more comprehensive response it may be helpful for you to be aware of the following additional information
The commuted sums comprises 4 parts:
Formal (sports ) Provision £4562.05
Formal (sports) Maintenance £4637.26
Children’s (casual) Provision £3848.13
Children’s (casual) Maintenance £1909.46
Total £14956.90
The Council constitution provides for Area Committees to determine the location for investment of commuted sums (particularly relevant for the children’s/casual part). In this instance and having regard to one of 3 statutory tests which apply to such planning requirements, the play element of the commuted sum could only be used at Adswood Park.
With regard to when the sum will be spent it is worth noting that once the Council has received the Commuted Sum payment the capital element must be spent within 8 years. This is very useful in that it allows funds to accumulate and reach an amount with which something purposeful can be undertaken (£3,848.13 isn’t a great deal in terms of play provision).
With regard to on what exactly the money will be spent depends very much on the condition of existing facilities, local need and sums available. At present, given the good state of repair of the relatively new play equipment at Adswood Park, there are no particular plans in place. As stated above, once this sum is added to by contributions from other developments, then further improvements will be considered so that the facility can reach NEAP standard.
